Agenda: 1. Selection of the meeting moderator. 2. A problem analysis, one of the initial stages of the project implementation process within the scope of Economic Development Clusters (EDCs), was conducted, and the findings were evaluated and discussed with the relevant stakeholders.

Discussions and Decisions Made:
1. OPENING AND INTRODUCTION The Development Council, established within the scope of the Rural Disadvantaged Areas Development Project (RDADP), convened for its first meeting. At the opening of the meeting, the council's main objective was emphasized: to increase the effectiveness of projects in the region, to ensure coordination among local stakeholders, and to include democratic participation in strategic decision-making processes.

2. Yakup KILIÇ has been selected as the meeting moderator and will serve as moderator for all meetings held over the next year. If he is unable to attend, Birsen KOCA will assume the moderation role. The meeting moderator will be responsible for ensuring the meeting proceeds according to the agenda, managing the distribution of speaking time among participants, and ensuring effective time management.

This meeting was held to ensure coordination among public institutions, local governments, and civil society organizations.
